The IRS updated its regulations, requiring electronic filing for all employers, even those with as few as five or ten employees. Previously, employers could send Form 1095-B and 1094-B to the IRS on paper through regular mail, but the new e-filing requirement introduced a significant challenge.

This change has been particularly difficult because the credentials needed for electronic filing are complex to obtain and even more challenging to manage.
